I have spent almost two decades in healthcare and emergency services, working to strengthen the safety, resilience, and continuity of healthcare organizations and the communities they serve.

My career began at 18, when I earned my EMT certification. I started as an EMT and 911 medical dispatcher with the Panhandle Emergency Medical Services System, went on to become a certified paramedic, and spent the following years in clinical and leadership roles across Texas.

Critical care transport became the center of that work. At Gemini Ambulance Service I served as Clinical and Critical Care Director, and I helped start the company’s international fixed-wing air ambulance program as Director of Flight and Clinical Operations and Chief Flight Medic. I wrote the standard medical operating protocols our ground and air crews worked from, and I worked with our medical director to review every chart from every flight. At Allegiance Mobile Health I was the EMS Administrator of Record, overseeing the clinical department, clinical compliance, and critical care paramedic training, and I still responded to calls as the lead paramedic.

In 2016 I shifted my focus to emergency management and healthcare preparedness. I joined the Coastal Bend Regional Advisory Council (CBRAC) in 2017 to manage the Hospital Preparedness Program for Healthcare Coalition-V, which covers four counties along the border with Mexico, 1.36 million residents, 16 hospitals, 54 EMS services, and 35 skilled nursing facilities. The Hospital Preparedness Program is a federal grant that helps healthcare systems prepare for, respond to, and recover from disasters of every kind.

Since 2020 I have served as CBRAC’s Chief Information Security Officer and Director of Special Initiatives. I am responsible for our information technology systems and information security, for all-hazards threat intelligence analysis, and for sending warning intelligence to our stakeholders and partners across 19 counties in South Texas. I also play a key role in Emergency Medical Task Force 11, focusing on disaster training, preparedness, and response for the healthcare system.

Nationally, I have worked with the Healthcare Sector Coordinating Council’s Joint Cybersecurity Working Group for seven years, and I serve on the Healthcare and Public Health Sector Coordinating Council’s Executive Committee as Infrastructure Officer. I chaired the Incident Response Committee of the Health Information Sharing and Analysis Center (H-ISAC) from 2019 to 2025, and I co-chair a joint incident response and business continuity working group that brings the Coordinating Council, the U.S. Department of Health and Human Services, and H-ISAC together. I also act as a liaison officer for several fusion centers, the state and regional hubs where agencies share threat information, building relationships and strengthening coordination between traditional intelligence services and the healthcare sector.

Patient care has stayed part of my work. From mid-2025 into early 2026 I worked as an as-needed (PRN) paramedic for BSA Health System EMS and for Hereford EMS at a critical access hospital, which is a small rural hospital that keeps emergency care open around the clock. I hold paramedic licenses in Texas, New Mexico, and Colorado, along with National Registry certification.

I am finishing an associate degree in nursing at Amarillo College this fall. My long-term goal is to become a Certified Registered Nurse Anesthetist (CRNA), an advanced practice registered nurse who provides anesthesia care before, during, and after surgery and other procedures. Nurse anesthesia draws on the same skills that have run through my clinical career, including airway management, pharmacology, and the care of critically ill patients.

I am responsible for all of our information technology systems and information security.

I oversaw the Hospital Preparedness Program for Healthcare Coalition-V, which covers four counties along the border with Mexico: 4,273 square miles, 1.36 million residents, 16 hospitals, 54 EMS services, and 35 skilled nursing facilities.

The work covered all-hazards disaster and incident preparedness, training, information sharing, response, and recovery for the healthcare delivery system in South Texas.
I worked directly with hospitals, dialysis centers, skilled nursing facilities, local emergency management, corporate healthcare institutions, local and state health departments, and federal, state, local, tribal, and territorial government departments.

I managed the clinical department, clinical compliance, the Designated Medical Officer program, and critical care paramedic training, and I took part in disciplinary and safety reviews.

I delivered advanced pre-hospital and in-hospital emergency care at a critical access hospital, working alongside EMTs, nurses, physicians, and first responders, and I kept up proficiency in advanced airway management, pharmacology, cardiac care, trauma, and pediatric emergencies.

I delivered advanced prehospital emergency care in a 911 EMS system, with the same focus on rapid assessment, stabilization, and treatment.

I took part in the initiation and startup of our international fixed-wing air ambulance program.
I oversaw clinical operations for the international air ambulance service, including chart and record review, and I gave the air ambulance crews operational direction around the clock.
I coordinated the logistics of each flight and worked closely with the medical director to review every chart from every flight.
I trained new and current employees to keep their flight paramedic proficiency, working with 911 Training Concepts.

With almost two decades of experience in healthcare and emergency services, Garrett Hagood is committed to enhancing the safety, resilience, and continuity of healthcare organizations and communities. As the Chief Information Security Officer and Director of Special Initiatives at the Coastal Bend Regional Advisory Council (CBRAC), Garrett leads IT systems, cybersecurity, and threat intelligence operations for the Hospital Preparedness Program, which spans 19 counties in South Texas. He also plays a key role in the Emergency Medical Task Force 11, focusing on disaster training, preparedness, and response for the healthcare system.

I wrote the protocols that Gemini’s critical care ground, international fixed-wing, and helicopter (HEMS) crews in San Antonio and Corpus Christi worked from. Version 1.0.12.5 was approved by the medical director and the company president and was valid from July 2015 to August 2019.
